Have you tried the Dolls House Emporium? They do a good range of dolls house things and people.

You could always have a craft project tohgether and help her make her own from polymer clay.

Have you tried to just get the people in any clothes and maybe buying them a more moderen outfit that your sister can change them into later? maybe easier to find that way.
